Koenma is the current ruler of the Spirit World in the anime series, Yu Yu Hakusho. While he normally looks like a toddler sucking on a pacifier, he is still the son of the Great King Enma and weirds an enormous amount of spirit energy. The reason he sucks on a pacifier is because he transfers his spirit energy to conserve his power for emergencies.
